Six things, in order

Automated tools produce volume, and volume is the enemy of action. A team of three people with other jobs cannot work through hundreds of findings, so they work through none — and the report becomes evidence that something was done rather than something that changed.

Ranking by real risk fixes that. A critical-rated flaw on an isolated system matters less than a mediocre-rated one on the server holding your customer data, and only someone who understands your environment can tell the difference.

The retest is what closes the loop. Without it an organisation knows what was wrong months ago and nothing about today, which is a surprisingly common place to be and a comfortable one to mistake for progress.
